Reason for nomination: "Staff Sgt. Robert Webb led a group of several dozen Wolf Pack volunteers and successfully executed a Christmas party here Dec. 3 for the children of the Ilmagwon Orphanage. Starting in the early afternoon, he led a convoy of two large buses and an American Forces Network vehicle from Kunsan AB to the orphanage in downtown Gunsan City to pick up more than 70 children and over a dozen staff.

Meanwhile, at the base chapel's SonLight Inn, Wolf Pack members were delivering Christmas gifts for children they had volunteered to sponsor. A group of volunteers matched the children to their desired gifts and assured no child would leave the event empty-handed. Webb then arranged for the children to be treated to a tour of the base, followed by a working dog demonstration by the 8th Security Forces Squadron. The group then met up with volunteers at the fitness center for several hours of fun in the gymnasium. He then led the children, staff and volunteers to the SonLight Inn, where everyone was treated to a traditional Christmas meal.

The meal was prepared and served entirely by volunteers. Another two Wolf Pack volunteers provided live entertainment, including singing, guitar-playing, banjo-playing and flute-playing. After dinner Santa Claus presented each orphan with his or her gift. Volunteers were able to watch their sponsored children open and enjoy their respective gifts. As Webb led the children and staff back to the buses at the end of the night, everyone present visibly seemed to have enjoyed the event. After loading the buses, Webb verified 100 percent accountability before departing. The sergeant then returned the buses and remaining volunteers to Kunsan AB.
