Local leave and pass travel guideline explained

As the last warrior base in the Air Force, Kunsan has to ensure the three-tier mission of the wing can be accomplished at a moments notice. 

For mission accomplishment wing leadership has adapted community of standards that all "Wolf Pack" members must adhere to. One part of theof parts standards is the local area guidelines when it comes to leave and pass policy. The local area for Kunsan is a two-hour driving distance from the installation which includes Osan Air Base. 

"Airmen must first understand the local area radius is not a punishment," Col. CQ "Wolf" Brown said during an interview. "The Community of Standards outlines the leave and pass policy which includes travel guidance for the local area and is to ensure 80 percent of the wing is available for duty if a tasking order is received from 7th Air Force." 

Colonel Brown continued saying that the wording in the community of standards created confusion and didn't effectively communicate the intent of this part of the standard. He said that the standard is in the process of being rewritten with clearer guidance. 

"Wing leadership owes it to every Airmen Airman at Kunsan to explain the standard with clear and concise language," he said of commanders program. 

The pass and leave local area standard for Airmen leaving Kunsan over night within the two-hour window is supervisor approved and only requires a contact number be provided. The Airmen also must sign out with their squadron commander's support staff. 

Osan is considered to be within the two-hour window since transportation is readily available between the two bases. In addition, the community activity center has accountability on the number of Kunsan Airmen departed on their buses that would need to be transported back to the base in case of a recall. 

Airmen going outside the two-hour window need to be on approved leave or a pass authorized by their squadron commander. Airmen requesting a a pass should contact their CSS for more information. 

Colonel Brown said Airmen participating in group tours sponsored by the Public Affairs office as part of the Good Neighbor Program or the community activity center are exempt from having to be on a pass or leave. These events have provided transportation in case of a recall and have a roster of Airmen on the tour.
